  Supporting Economic Growth and Institutional Reform (SEGIR)
USAID IQCs for Macroeconomic Support and General Business, Trade, and Investment (GBTI2)

AIRD is a partner with Nathan Associates (and Development Associates, Inc., for GBTI2) in two current SEGIR IQCs with USAID. AIRD's services may be contracted via task orders for specific country- or bureau-level assignments in these thematic areas.

Under SEGIR/Macroeconomics II, AIRD is:

  • Currently working with Nathan Associates on country economic policy and performance assessments for USAID in Washington (2006-2008). 

Under SEGIR/GBTI2, AIRD is a partner on

  • the newly awarded TCBoost Project, to provide trade capacity-building services to USAID.

    SEGIR/GBTI2 (led by the DAI/Nathan Group) is a continuation of SEGIR/GBTI, under which AIRD has been involved in:

      • Cambodia Garment Industry Productivity Center. AIRD is a partner in this three-year training program, with Nathan Associates and Werner International, primarily responsible for economic governance and workforce development strategy. (2006-2009)
      • Facilitating Labor Market Adjustments to Trade Liberalization. AIRD and Nathan Associates prepared an overview and resource guide for USAID/EGAT, part of a broad process of knowledge sharing and the building of a community of practice on this topic. (2005-2006)
      • Survey of Labor Productivity Determinants in Cambodia's Garment Industry. AIRD led this survey of over 80 garment factories in Phnom Penh, which identified middle-level management constraints to improved industrial competitiveness. (2005)
      • Scoping Study of Competitiveness Analysis Support to Cambodia’s Garment Industry. AIRD was asked to review donor- and NGO-led activities in support of Cambodia’s garment industry and to design a competitiveness audit to help the industry prepare for global textile and clothing trade reform. (2004)
      • Agriculture Trade Issues for Developing Countries. AIRD ran a training session for USAID economic growth, agriculture, and trade officers, June 21-23. (2004)
      • Analysis of Impact of Trade and Economic Reforms on Key Sectors of the Egyptian Economy. Under the aegis of Nathan Associates’ “Assisting Trade Reform” task order, AIRD prepared an assessment of the potential impact of trade policy reforms, e.g. implementation of the EU Association Agreement, negotiation of a free trade agreement with the United States and other possible partners, implementation of broad multilateral trade reform, and unilateral trade liberalization, on the Egyptian economy. (2004)
      • Madagascar AGOA Jumpstart. Implementation of competitiveness audit of Madagascar’s cotton, textiles, and clothing industries in order to enhance final product exports to the U.S. under the Africa Growth and Opportunity Act. (2003-2004)
      • Mali Diagnostic Trade Integration Study. AIRD participated in the World Bank-led Integrated Framework diagnostic trade integration study for Mali, contributing analysis of the agriculture and agribusiness sectors. (2003-2004)
      • Regional Center for Southern Africa Strategic Options.AIRD led team to undertake a technical analysis of global competitiveness and regional market integration issues to identify strategic options for the mission’s upcoming plan. (2003)
      • Trade Capacity Building Program Design for Morocco. Led team of consultants, including development economist, trade negotiations specialist, and private sector development expert, to design program in support of Morocco as it prepares to negotiate a free trade agreement with the U.S., implement its commitments under the agreement, and take advantage of new trade and investment opportunities provided by the agreement. (2002)
      • Mali: Trade Capacity Building. Review of trade capacity needs and preparation of sectoral trade development action plans, in conjunction with World Bank-led Integrated Framework trade capacity building mission. (2002-2003)
      • Impact of Exchange Rate Movements on Uganda’s Export Sector Competitiveness. Estimation of economic and financial profitability, as well as the domestic resource cost (DRC) as an indicator of comparative advantage, of agricultural crop production under alternative real exchange rates. (2002)
      • Uganda: Agricultural Export Strategies for Growth. Synthesis of expert consultant reports on eight agricultural export sectors prepared for personal presentation to the Hon. Yoweri Museveni, President of Uganda. (2002)
      • West Africa Regional Program. Provision of technical assistance regarding the revitalization of the Forum of West Africa, the creation of a West Africa Businesswomen’s Network, and a survey of financial and banking sectors in West Africa. (2000-2002)
      • Uganda AGOA Textile and Garments Strategy. Economic, technical, and marketing appraisal of Uganda’s textile mills and garment manufacturers to evaluate prospects for exporting garments to the U.S. under the African Growth and Opportunity Act. (2001)
      • Ugandan Agriculture under the WTO and AGOA. Applied training in the rules and procedures related to agriculture and food in the present round of negotiations within the World Trade Organization.Workshops and detailed discussion with public and private sector officials and civil society regarding where to place Uganda’s efforts in the negotiations. Project included analysis of Uganda’s prospects for agricultural trade under AGOA and extensive work on questions related to sanitary/phytosanitary (SPS) standards and technical barriers to trade (TBTs). (2001)
      • Africa Trade and Investment Program: Mali. AIRD examined the impact of the mining sector on the Malian economy; prospects for increasing exports of clothing, textiles, and leather products; the feasibility of creating a non-bank financial institution to finance investments in the Office du Niger; policy distortions in the cereals sector; and implemented training of public sector officials for world agricultural trade negotiations.(2000-2001)
