Senior Economist, Daniel Plunkett
Daniel Plunkett has nearly fifteen years of experience analyzing international trade agreements, particularly those relating agriculture, the environment, electricity, and tourism. Mr. Plunkett came to AIRD from the U.S. Department of Agriculture, where as an agricultural economist he focused on monitoring the development of agro-environmental legislation and the interaction of regional and global international agreements.
With a master's degree in European Economic Integration from The American University, Mr. Plunkett is expert in the various economic, monetary and defense treaties of the European Union, and has applied this expertise to regional integration efforts in West Africa. He is currently leading AIRD's efforts in support of the West African Power Pool (WAPP) and the Common External Tariff for the Economic Community of West African States (ECOWAS).
Project highlights:
- Regional Integration Coordinator and Team Leader. West Africa Trade Capacity Building cooperative agreement: ECOTRADE. Assisting the Economic Community of West Africa States in the extension of the common external tariff to all of its member states, Drafted Roadmap to the ECOWAS Customs Union/Common External Tariff. (2002-2004).
- Regional integration analyst. Lead economist on a USAID project modeling the benefits of trade in electricity for the 15 countries of the West African Power Pool, working in collaboration with the 14 countries of the Economic Community of West African States, in collaboration with Purdue University. Grant manager. (February 1999 to September 2001). Author of case studies of the economic impact of electricity interconnection through the WAPP on Benin, Ghana and Mali (September 2000 to May 2001). Director of a cooperative agreement with USAID to support development of the West African Power Pool. (2002-2004).
- Coordinator for CAFTA Information Technology Trade Capacity Building Project. For the U.S. Trade and Development Agency, coordinating the recommendations for technical assistance emanating from the definitional missions to 5 countries negotiating the Central American Free Trade Agreement (CAFTA) with the U.S. Projects identify IT solutions to promote to enable the partner countries to benefit from the CAFTA. Co-author of Guatemala final report. (2003).
- Sector analyst. Member of AIRD team analyzing potential impact of U.S.-Morocco Free Trade Agreement on trade and investment opportunities for U.S. companies. Analysis of U.S.-Jordan Free Trade Agreement, European Union Association Agreement, and Morocco's commitments to World Trade Organization. Rapid sector appraisals of financial, infrastructure, and tourism services; offshore manufacturing for re-export; and key export commodities (including cereals, feeds, aircraft). (2002)
- Sustainable tourism industry analyst. Leader of definitional mission for tourism infrastructure development in Morocco for USTDA (November 2002 to present). Participant in November 1999 RAISE conference in Washington for USAID, providing the synopsis of three projects on environmental tourism, food safety and process standards, and sustainable forestry. Participant in three RAISE thematic cross-cutting group promoting sustainable tourism development in poor countries. (November 1999 to February 2002).
